How the phase-down works
The total CO2-equivalent of HFCs allowed on the market is reduced in stages over time, heading towards a small fraction of the original baseline. Each step makes high-GWP gases harder to obtain and more expensive.
Bans on specific uses
Alongside the quota, certain high-GWP refrigerants are prohibited in specific new equipment — for example, very high-GWP gases in new commercial refrigeration and stationary systems. These targeted bans accelerate the move to alternatives.
